Well there were some excellent guesses as to what this is

 










It is a bike basket cover. Especially useful in the rain for keeping your handbag and whatever else you want to carry in your basket. It rains one out of every three days (over the year) in Tokyo, so there are many opportunities to use this specialised piece of equipment.

That's cool! I'm not sure it would work here where we often go through flood water, which would splash up through the bottom, or does it have some way of protecting from below as well? Brilliant idea on someone's part.

You correctly perceive that it is open on the bottom. I'm sure there are ones that are totally enclosed. This suited my needs, however. You can buy ones that are like a cooler too, I believe.
